Will a soundbar help me? (struggling to hear TV dialogue)

You might find headphones / earphones are a better choice, particularly is the volume you are listening at annoys others.
You could also try something like Samsung pods, which you wear but don't connect to your phone and they act as a kind of hearing aid.
Also, I would recommend you go for a (free) hearing test and see what (if any) frequencies are attenuated in your hearing. This will allow you to understand where your hearing loss is coming from and what to do about it. Once you understand the problem it is easier to fix it.0 -

Get yourself some wi-fi / bluetooth headphones, keeps your neighbour happy too.

But does the tv allow two outputs i.e. tv speaker + headphones ?

it is better to drive a soundbar via optical that way lag is reduced
optical.is not linked to tv volume though so you will have to use the soundbar remote for soundbar volume

My wife has poor hearing but attaches headphones to the TV and she hears and doesn't disturb others in the house (well me)1

Definitely look at the sound settings within your TV, have a play around and see what works best.
On my TV it's switching off several of the features and having it on Music mode that gives the best and clearest sound.0 -

This is what I do, and as @Olinda99 suggests using an optical cable is a good idea if the stereo has the correct input socket.
