Horizon - Asda Stafford

Hi,
Hoping for a bit of basic advice here
My partner and her daughter went to Asda in Stafford recently
They were parked there for 2.5 hours, on 6th June, on 20th June received a Parking Charge Notice dated 14th June
So does she appeal or ignore it or pay it?
One of the occupants of the vehicle is disabled and there was an issue with waiting for accessing the disabled toilet facilities, which partly accounts for the overrun
The driver is not the registered keeper
I thought these notices were to be ignored, but not sure on latest protocol

The advice to ignore a parking charge notice has not been given here since the law changed nearly ten years ago.
What happened when the keeper complained to the store manager and/or the CEO of ASDA? That is always Plan A. Mention that an occupant of the car was disabled and needed more time. This is a reasonable adjustment for someone with "protected characteristics" as defined by the Equality Act 2010. Failure to allow extra time would be a breach of this Act, so you request the store cancel the PCN.
If it hasn't been cancelled, then appeal using the template in blue text you will find in the sticky Announcement for NEWBIES. Send it unaltered, from the Keeper. Do not miss the appeal deadline!
If the NTK was not PoFA compliant (you need to check the wording against the mandatory requirements of the PoFA 2012 to see whether or not the keeper can be held liable), then add a one liner to that effect to the template in blue text.
Do not under any circumstances reveal the driver's identity.

Obviously make contact with Asda and recount the problems with a disabled customer having toilet access problems causing an overstay resulting in a PCN and ask the manager (not customer services) to arrange a cancellation. But, as Horizon are not the preferred parking agent for Asda (ParkingEye are), I suspect this might be multi-outlet retail park, with a managing agent involved. So if Asda can't/won't help, look for a MA to contact.Bottom line, I don't think Horizon NtKs are PoFA-compliant and, as long as the driver isn't identified, this can be won at initial appeal, with an added 'not PoFA-compliant' line, or ultimately at POPLA. @ABARKIE - can you look at the Notice to Keeper and check it for compliance.
