Window locks stuck

I have read some similar post but the fix are not clear to me or don't apply. I have this window and one of the handle is stuck close, the other is stuck in a way that cannot be closed. I cannot open the window nor "seal" it. I 've tried the keys of the other windows but they don't work, either they are different or these locks are broken. What can I do?0

First thing I would try is spraying WD40 over the lock and handle and letting it soak in. Window handles should be lubricated regularly but most people don't bother2

if WD40 doesn't work, a well placed flat bladed screwdriver whacked into the lock might do it. Handles are easy & cheap to replace afterwards............. I have one where the locking mechanism has seized - if this is you too then might need a window person to sort it1

Have a look on YT, plenty on there for dealing with your problem, if you can prize the screw covers off and remove the screws holding the handle in, it all comes off, very easy to replace in most cases…1

The problem might be that you can't remove the second screw that holds the handle to the window because the handle, which is stuck, covers the screw.
I've got round this by sliding some copper pipe onto the handle to give extra leverage, then forcing the handle which will break and allow access to the second screw1 -
I’ve seen a vid where they use a clip from a tape measure this is bent and pushed into the gap between the handle and the body, then it can force the pin back and the lock will move, it’s only a pin that locks into a hole in the body , if you can get something thin enough to go in it will free the pin, hence the measure clip, ( belt clip) ..0

they're called cockspur handles . they do not have mechanism or any system inside and its just the lip of the handle keeping it closed . You can buy them from a local supplier or ebay ect for a few quid . just force it open to undo the screws and replace with new . If other keys in the house do not fit it . The key you need is called a pistol key and available too online . The window itself has to be about 40 years old .
