    Personally I would go for Option A, Do not pay.

    A PoPLA decision is not binding on the motorist so there is no requirement to pay unless a judge says so.

    I know that is how you received the PoPLA decision, but please repost it with some paragraphs as I find it impossible to read that wall of text as it is.
    What are the likely consequences of not paying, are APOCA the type of org to take to court?

    Just ignore it.  Honestly. It's APCOA.

    Is this true, I thought you paid in time but drove round 3 times? Odd that they said this:
     According to the data log provided by the operator, the payment was not made until xxxxx, which was three days after the date of the parking event. As such, the payment was not made to cover the motorists stay for the date in question and the PCN has been issued. I have considered the appellant’s screenshot of the payment confirmation and whilst I do not dispute that payment was made, it had to be made by midnight on 23 May 2022 before it could be registered.
    They have also completely muddled up the requirement to display the £5 fee prominently with the requirement to display the £80.

    The latter is on ONE sign out of twenty, with no evidence of where that single mention of £80 on the t&c sign actually is.

    I did manage to pick out that the assessor believes the driver was identified. Was this the case? If not, a complaint should be made to the lead assessor.

    No, I never identified the driver only implied I was in the vehicle, "Following a drop off at Heathrow on xxx, I returned home and attempted to make payment."

    Hi all

    Further to the comments/discussion above I have now received a letter from a debt collection agency, requesting payment of £150, any advise of what to do? 

    I've not received any further correspondence from APOCA following the POPLA decision.  (I no longer have the vehicle if that is any help?)

    The POPLA decision just shows what a not fit for purpose bunch of clowns they are just because the Muppets at APCOA supply their digital copies of signage for the assessor to read at their leisure does not mean that a motorist can.
    Their assessment mentions "parking" which the vehicle did not do, the BPA COP stipulates a consideration period which POPLA have not considered, the COP is all about parking not a drive through.
    I doubt if the idiots would ever dare trying this in a court if they felt so inclined as it would expose this whole set up for the ridiculous unfair scam that it is.
    The boss of Heathrow was on Sky News this morning bleating on about lower passenger numbers serves them right for treating customers like cash cows.
    Don't fall for their threats nothing is likely to happen, on another note your initial appeal certainly outed the driver IMO which is why you should have come here before submitting anything.
