Can’t get LPE1

I posted before about my troubles with selling my shared ownership flat.
we are still waiting on the LPE1 form. We applied for it to the HA and we’re told it would be with us within 7-10 days. It’s now been more than 2 weeks. Half the time I can’t get through on the phone, they don’t respond to emails and when I do get through I’m told I need to be passed on to a different department and then they “transfer me” and the phone cuts off.
I’ve been told by my solicitor that we only need this form to answer some final enquiries but they haven’t told us what these are. But our buyers are threatening to pull out as we haven’t made any progress in weeks and I don’t know how I’ll find another buyer if we can’t obtain this form.

Is there any way to sell without it?

In theory, you can sell without it.
But a buyer won't usually be happy to buy without it. The buyer will probably want to know the info on the form.
And if the buyer needs a mortgage, the mortgage lender will probably insist on a LPE1 (or equivalent) being available.
Just as an aside - if you want, you can download a sample copy of a LPE1 to see the kind of stuff is asks: https://www.lawsociety.org.uk/en/topics/property/leasehold-formshidden_sacrifice said:

Are you sure it hasn't already been sent to your solicitor, and is sitting in their in-tray?
It's normally your solicitor who requests it and receives it. Did your solicitor pay the relevant fee?
(Also, do they mean 7 to 10 working days? If so, perhaps it's not massively late yet.)

Yes I paid the fee. My solicitors have said they haven’t received it. It was 7-10 days but didn’t specify working days, although even 10 working days would still make it late. My solicitors haven’t been great to be honest which is why I’ve been doing the chasing. I’m worried that I’ll end up losing a buyer and being stuck in this flat as I feel like we can’t move forward without it but can’t seem to get through to the right people to get it sorted0

Next time they say they need to transfer you ask what department you need to contact and what is their contact number.
You can explain you are asking because you keep getting cut off when being transferred.0 -
It's so frustrating! Have you tried twitter shaming them?0

Yep, I get told to DM them and then no one responds 🙄0
