Is planning permission still valid? - Listed building

I just bought a flat in a listed building which was newly converted from one house into two flats. The planning permission for the conversion allowed for the single glazing in the sash windows to be replaced with slim double glazing. However, the developer didn't install the double glazing as part of the conversion works and now I'm looking to do so.
It's been over 3 years since the planning permission was granted, but given construction was started within the 3 years, am I allowed to re-glaze the windows under the original planning permission or do I need to apply for new planning permission from the council?

just phone & ask. At least here the council planning officers are really approachable.1

I've had the planning office confirm that planning is still valid after someone barely started work over 30 years ago but had the start of it signed off by building control.I'm sure it's still valid. The rule is to start work. To have the proof is most helpful.I'm presuming it's Listed Building Consent in place for this and not just planning permission!Everything that is supposed to be in heaven is already here on earth.

I'd give the conservation officer a call just to check - there's a remote possibility the work wasn't done because there was a post-consent discussion/variation which hasn't been recorded or is just missing from the source you've used.Making contact with the CO and letting them know you wouldn't do work which wasn't consented may put you in a better position if you need consent for something else in the future. To an extent listed building consent is a trust thing.1
