Is it legal for some councils to prevent pre-payment for parking?

Hello all
I park at various places around London for my job, so I park in various council run zones. In most cases I arrive early to work so I can organise my day, pre-pay for my parking, knowing that the payment doesn't start until the restrictions start. I do this because I start work at 8am, but restrictions usually start at 8:30am, by which time I am in the full swing of work as a builder, and too distracted to sort out parking even though I have an alarm set.
However, Lambeth council doesn't allow you to pre-pay. This means I have the constant plague of worrying and thinking about the parking, waiting until it starts. Or I have to pay for parking even though the restriction is not in place. And of course I got caught the other day and slapped with a fine. I was 15mins too late to sort it out as I had my hands full on site.
So my question is, is this legal, and is there anything that can be done about it? They've obviously already rejected my claim, and I am resided to paying the fine, but it doesn't help me going forwards

We don't deal with council parking issues, I'm sorry.As we major on private parking here, PePiPoo will be your best bet for council related parking questions.
