When is Travel Insurance not holiday insurance?

Be careful not to confuse the two like I have. Your travel insurance does not cover you if your tour operator fails to provide the package you paid for. So do not expect the travel insurance company to pay for some part of the package holiday such as the accommodation you paid for. Read the section in the policy to see what cancellation cover you have. You need to go back to the credit card company to claim money back or sue in the small claims court against the package tour company. Don't be fobbed off with claims to pay more for the holiday and claim it back from the travel insurance company. This is deceptive as it's not in the travel insurance you purchased. Good luck getting your money back if like me you had two flight cancellations and no promise to pay for the accommodation in the package I purchased.

If you booked a package and the tour operator cancelled the flight you are entitled to a full refund. The accommodation would be part of that package. Who did you book with?

I have never assumed that. From what you describe that would just be a dispute with your tour operator. Your travel insurance would not cover such eventuality.

Travel insurance covers irrecoverable losses. If your loss is recoverable from the travel company of course your insurance won’t pay out.
It sounds like you’ve been fobbed off by the company who you booked your package with so that they can try and avoid having to give you a refund for the accommodation when the low budget carrier you were booked with cancelled your flights.
I’m going to stick my neck out and say you booked with either Love Holiday or Onthebeach.You’ve learn’t the wrong lesson here if you think your insurer is the one to blame.1
