Gas type smell in cellar when it rains

Hi guys,

I'm looking for a bit of advice on this. I have just bought a house and noticed there's a very strong and awful gas type smell in the cellar when it rains. This smell spreads to the living room and dining room. In the survey I had done, it says "there's evidence of a blockage in the drain".

Has anyone ever experienced this before, and can anyone offer advice? I've made a post on Rated People asking someone to come and look at this but nobody has been in touch yet. 

I've added some pictures of the guttering and drain.

    1st pic looks like a blockage - any idea where the pipe with the mud/gravel in it comes from? Looks like some of that would be accessible to remove it yourself - use gloves ;)
