is the tax man right or wrong

i informed tax credits last year about receiving seiss grants and my payments stopped and was informed i have received to much about £1,500 pounds which i struggled but had to pay back. I did my self employed tax return last December including grants i received. In January this year the tax man informed me they have corrected my submission and instead of making a small profit ,, I in fact made a loss because they said they couldnt include the grants as they had been used. i have it all in writing. i informed tax credits of my new position and new figures according to the tax man, my payments have started again and i am waiting to see if it will be back dated and if i will receive the alleged over payment.
