I don't know about domestic 3 phase power, but I encounter it in data centres for work. Some data centres bill on the assumption that the highest power draw on one of the three phases powering a rack of equipment is drawn on all 3.
e.g. if you have Ph1-3KWh, Ph2-5KWh and Ph3 - 2KWh, they will bill for 15KWh, even though you're only drawing 10KWh. They bill as though all 3 phases are drawing the highest load - 5KWh in the example..
Un-balanced phases causes problems for the power companies - billing like this encourages customers to ensure their 3 phase load is balanced.

Thank you for the continued posts. The smart meter is installed and we are taking readings - things haven't changed as yet, but its a lot easier to see the movement in watts as items are switched on. and off. We are going to run some tests and I'll share the numbers on this posting at the weekend.1
