Have you considered running an armoured cable under ground along your garden, and then having a charger installed at the bottom of the garden instead?

Could then fabricate a little locked box that the charger sits in, so that you can access it from outside the garden and plug in when you need to.
Is an idea, but unfortunately that would involve digging up my garden, which I'd rather not do if I can help it.

Fair enough. I installed an office at the bottom of mine and lay the under ground armoured cable. Wasn't too much of a job to dig a small trench down the side.

RE control, either a fuse, or some chargers have a 'disable' feature in the app.

Honestly, PHEVs mostly work out just as expensive to run as a diesel car. If you can charge at home then, unless you frequently drive more than 200 miles in a day, a full EV would be a far better choice. The public charging network is almost entirely irrelevant because you'll practically never have to use it.

We've had an outdoor cable running from inside for a hot tub and in a previous property to a garden summer house.  No problem either way with the wiring (which we removed when we left the previous so there was no issues) or with anyone stealing it because it was all on our property.  But in any case the power would be switched off at the outlet.

My sister has an EV and has such a faff anytime she goes somewhere a distance from her home.

It sounds as if you sister regularly does unusually long journeys.

Very few people regularly drive more than 100 miles (4 - 6 hours round-trip drive) from home.
