No Leasehold Management Pack Two months into selling process

After one year in the market, in April my property finally got a good offer that I accepted.
The freeholder was informed immediately to return the management pack but she has not done it yet. We have no outstanding issues, except past clashes because she would not respond to issues, or to requests to upgrade the building and that got me upset with her as I also show some temper when things do not get done.
She finally sent me Section 20 works to be done in the building right before I got the offer, along with the last six years of ground rent which I paid promptly.
She might want to buy my flat and get me to undersell it to her therefore stopping me from selling it now, but she knew I wanted to sell the property four years ago already and never made me an offer! I read plenty of forums and online advice but it looks like there's nothing I can do if she won't send the pack?
Is it possible that she can stop my sale, leaving me in trouble financially with health relates stress issues and there's nothing I can do?

If so, you could try the approach of offering her a 'fee' for her time, or maybe helping her with the LPE1 form.
Or you can take the more aggressive approach of threatening to apply to a Tribunal to appoint a manager, if she doesn't provide the LPE1. (i.e. Serve a notice on the freeholder under section 22 of the Landlord and Tenant Act.) You could just do it as a bluff - as you might need a list of significant wrongdoings, in order to succeed.

Your post makes it sound like there might have been some issues around the section 20 notice. How many flats are there in the building?
If there are only maybe 2, 3 or 4 flats in the building, it might have been worth trying to reach an informal agreement on the work that's needed, without the extra cost and time needed for a section 20 consultation. (But maybe you tried that.)

Thanks so much for your valuable advice. I just booked an appointment with Lease.
I tried everything, she's not amateur, she owns many properties in London including two flats out of four in the building where my flat is. She also owns an estate agency.
We have not even had any dispute over Section 20, the quote she sent me for works was over inflated and said to her it might scare the buyer off but I know I will have to pay for works anyway and I will be fine with it.
She really has no reasons to not return the pack, unless, of course she wants to exhaust me and get a much cheaper price for the property. I am not even sure such behaviour is legal, I have now put this in writing on an email to her with my solicitor in copy.0 -
I agree, grit your teeth, lie and say you were over sensitive in the past. Take full responsibility for any spats.Inside say to yourself 'I know I'm lying but once I sell I never have to deal with this woman again'.Be reasonable in your requests first sometimes you have to root around in the toilet to retrieve a previous dropped ring (sorry best description I could think of).If it gets you where you want to go that's what mattersMay you find your sister soon Helli.

Yes, as you say the aim is to get out of there and I am ready to do anything I can.
I just hope the law is on my side as she will not be collaborative. And it may have to do with the fact that I was oversensitive in the past but for very good reasons. Some people just get pleasure in life to see others suffering!
