How do I find out who the landowner is?

My 74yo Dad has received a NTK letter from UKCPS, which I think has the correct PoFA info on it and states that if after 28 days they do not have the drivers name and address, they have the right to recover from the keeper. The letter is dated 14.6.22 and the incident was dated 10.6.22, so still inside the 14 days. There was no parking ticket on the car, this is the first correspondence. He was not the driver on the day and was in fact out of the country on holiday at the time. The driver did have permission to drive the car. 

The driver parked in a small car park without purchasing a prepaid ticket (online payment only, no machines on site). They were in a hurry and the person who organised the function they were attending, assured them they were ok to park where they did. Hindsight, tells us they should not have listened to the organiser! We have seen the photos taken on the day, obviously not by static cameras but by an Operative as the pictures are at head height and all around the vehicle. There is also a picture of the parking sign which states that you have to buy a parking session through tap2park, which seems to be a website not an app. The car park is next to a church, the parish church house and a scout hut. An old sign on google maps from 2018 states that it is a council education department car park, but the driver is pretty sure that the sign is not there now. 

I am another newbie trying to help my Dad and the driver, but there is so much information I am feeling overwhelmed with it all. It does seem easier to just pay the charge and be done with it. The driver should have read the sign properly .

Your Newbie page says to first of all speak to the Landowner to see if they will cancel the ticket. How can I find out who the landowner is and where to contact them?

    The advice below on how to find landowners is posted regularly and frequently by @Umkomaas
    1. Google searches
    2. If a retail park, check on any signage which lists the on-site outlets
    3. Ask retailers on the site if there is a managing agent
    4. Ask retailers on the site to whom do they pay rent
    5. Contact the local authority and ask who pays the non-domestic/business rate for the car park
    6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information 
    7. Contact The Land Registry and for £3 they will provide definitive detail

    Just to try to ease tensions for you, UKCPS are a pretty benign outfit, so I wouldn't be overly concerned about this escalating beyond silly threatening letters. Whatever happens, you will have full support from the forum expert regulars. 

    I note that you are taking this up on behalf of your father. Please be aware that everything must be done in your father's name, although you can, of course, do all the work on it for him, but in his name.

    There are two car parks which are private and some parking on the road which is payable by meter.

    There is a church car park and another private car park. The only paid parking that I can see is the on road parking.  The signage for the on road parking is poor.

    The two private car parks are not appearing on any public parking sites either PPC or council. 

    It may be that your father had every right to park there and someone has got over zealous.

    Have you contacted the organiser of the event that your father attended,

    The car was parked on the car park in between the scout hut and the army building (I wasn't there but have looked on google maps), not the land in front of the scout hut next to the church and not on the road.

    On the 2018 map it does appear to be a pay and display but a private car park. It's not coming up as a public car park on the parking information for Bury. 

    How has the transgression been described?

    Yes that is the place. The letter says 'Without a valid pay and display ticket (or prepay arrangement)
    This is the picture of the current sign, they say is in the car park now.
