Some people don't mind it.
I know people who properly do not give a damn about living in a filthy sty of a house. As in you don't like going in incase you're offered a drink out of a filthy glass or told to sit on their heavily stained/ crumb covered sofa. Stepping round dirty plates on the floor.
Lovely people, just absolute slobs.
Different standards, what you grow up with defines your normality I guess.0 -
As you get older, you get used to your surroundings, and put up with the shabbiness or even enjoy the familiarity of the old stuff.
Couple that with not wanting the mess of workmen in the house, and perhaps not having the money to pay them. Some may have the money to pay for the work, but fear using up the last of their reserves.
Others may simply not be able to cope any longer, either physically or mentally. It can be quite depressing getting old.
No reliance should be placed on the above! Absolutely none, do you hear?5 -

It doesn't make them 'slobs'.That they don't have a nicely trimmed privet hedge and employ a painter to redo the woodwork every year doesn't automatically mean they have no concept of domestic/food hygiene.Conversely, I know of people who are near obsessive about the tidiness of their house and garden, but see absolutely no need to wash their hands after doing the gardening. Or after using the toilet.I've worked with people who have houses like this one - the one thing I consistently found was a complicated backstory. They don't deserve to be judged for how they choose to live, unless it has a serious impact on others.5 -
