CPS Midlands Ltd Final notice before formal legal proceedings

Hi all,
Recently I received a letter from CPS Midlands Ltd regrading an outstanding payment of £160 (there was no reference number or anything to explain what it is for). Few days after that I received another letter titled “Final notice before formal legal proceedings” (Not clear who sent it) at the bottom it says credit investigation service. When I checked my old post I found a Letter 'parking charge notice’ from TNC parking services regarding a PNC dated November 2020. On the top right corner of the letter, there is a box that titled Notice to Keeper or Hire and it included the PNC details and the parking company details.
What happened is that one day my car was parked in Nottingham city centre at Nelson Street. There was a pay &display machine which accepts cash only. There driver went into a shop to buy something quickly and get some change to pay. On the way back there was a guy with no uniform parked his private car nearby and was taking photos of my car. When the driver asked what you are doing, he said you will get a parking charge notice by post soon because you didn't pay. The driver tried to explain that the machine accepts only cash and that he should allow enough time so that the driver can get cash to pay. Then the driver left the car park, so there was no windscreen parking charge notice.
I am not sure what to do as the registered keeper of the car. Do I complain to CPS? Or wait for the LBCCC?
