The article here, https://tardis.fandom.com/wiki/Madame_Nostradamus, says that it was knitted for the First Doctor by Madame Nostradamus and again in an article here, https://tardis.fandom.com/wiki/The_Doctor's_scarf, specifically about the scarf. This second article also mentions that, in real life, the scarf was knitted by Begonia Pope as purplevamp says. This is also confirmed on the site here, http://www.doctorwhoscarf.com/history.html.
As Begonia Pope is not an option, I would think they are looking for the Madame Nostradamus answer.
It is also, perhaps, worth noting that the first 3 options are all characters from the stories and the 4th, Pamela Nash is the only real person but she is more know as the archivist who randomly destroyed a number of original episodes.Bob7 -
