Hello I currently let out my property to a family so I suspect they might have received the council tax rebate of £150 in ~April. However their tenancy ends on 15th July and they will be vacating. Should I clawback the money pro-rata as I will be occupying the property from 16th July. So effectively (1st April to 15th July= £43.75) and ask them to refund me £106.25- would that be right thing to do as the rebate is for the property as such?

     Bit mean no?
They are entitled to it as residents paying council tax on the given date.

Where are you  currently paying council tax and didn't you get the rebate through that residence?

The rebate is nothing to do with council tax. The council tax register was used purely as a mechanism to pay a cost of living assistance payment to the likely poorer sector of society.  It is nothing to do with you, you have no entitlement, legal or moral, to claim any of that money.

Also to note that the payment seems to be somewhat random. Our council pledged they would all be done by 30th September. I already had mine over a month ago, my neighbour in the other half of our semi, hasn't!  Our council seems to be taking an approach that nobody can quite work out.
