'Debt recovery' letter sent with no previous correspondence or NTK

Hi MSE, I looked in the newbie thread and while I think that applies in this case I want to make sure I'm on the right track.
My wife overstayed in a supermarket in March driving a car registered under my name. I received nothing until yesterday when I received the below. The specific feature is that I have not received any of the previous correspondence claimed, either from the DRA or the car parking company (Euro Car Parks). Should this change my actions? My wife did not gain any evidence from the car park regarding signs, etc.

This will be because you haven't registered your car V5C logbook to your new address. We suspect?
You MUST put that right. You can get a real fine from the DVLA for that. Changing the address on your driving licence is not enough.
Get the supermarket Head Office to cancel the unfair PCN for loyal customers by complaining - always always = Plan A.
The recipient would normally ignore DRP but MUST tell them and ECP to erase the old address from their databases.
It is too late for appeal. No phoning!
Obviously no paying.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
