Hello.
My other half has been part of the government scheme for 3 years under the same employer. As of which he’s not been paid any holiday pay at all. Is he entitled to Holliday pay? Bank holidays?

Probably better on the Employment board, but no, as a self-employed subcontractor, he doesn't get paid holidays.

CIS is purely a tax rule.0

CIS is for self employed sub contractors, not employees so likely no entitlement to holiday pay .0
