    I would threaten them with an injunction and demand they switch the cameras off immediately. I would further state that you are taking advice on getting an interim injunction and are advised you only need to give them 3 days notice of the court date for that.

    An interim injunction can be obtained fairly swiftly (a week or 2) whereas a full trial make take a year to reach court. How many PCN’s will be issued in that time frame?


    Consult your household insurance company re legal fees. You may have cover re costs, no harm asking. Even if you don’t have insurance still issue the threat.

    You need to be very robust on this.

    Please then tell us here that you have done so.

  • OP, your friend can sue APCOA for breach of GDPR (Art 82 no financial loss necessary).  Send an email (DPO@apcoa.com) saying please stop the PCNs as they are a breach of GDPR and causing distress. Ask for confirmation that they will stop.  Send another email if no confirmation.  

    Friend can then bring a claim via moneyclaimonline.  £35 for a £300 claim.  I won by default. 

    Also, complain to DVLA (complaintsteam@dvla.gsi.gov.uk)
    saying it is complicit in continuous breach of GDPR. 

    A data protection lawyer would be rubbing their hands with glee.  If you are willing to spend, try Kingsley Napley.  

    Or, as others have suggested, check your home insurance contents for legal cover first.
