Used Approved Car.. rusting stone chips after 7 months

Car underwent body inspection just prior to sale.

A few months later and a few stone chips are not unusual.. but seems unusual for rust to be starting to work its way under the paint so quickly.

If a panel respray is the preferred option : 

Might the manufacturer or franchise can be expected to contribute, perhaps under consumer rights act?

I feel there may have been a pre-existing problem, the panel may have had a sub par respray already. 

It's been serviced by and bodywork inspected by dealer franchise annually.

    Were there any stone chips evident when you bought it? If not then it appears you've done nothing about any new ones so the cost of a repair is down to you.

    "A few stone chips" means a series of small collision / impact damage events.  Each needs to have been managed at the time.

    If they were not managed, the "few stone chips" are no different to any other kind of impact damage that caused bare metal to be exposed.
