Why not ask him why he needs to know?  If it's your bill, it's not really any of his business...  I'm guessing you ARE paying the one that 'isn't prepayment' but, if so, why do you have two bills?

Is this a meter maybe for communal areas like staircases? I'm guessing the meter for your specific flat is a prepayment one?

its just a meter in the middle with the reading on, its not the flat prepayment ones, maybe it is for the Hallway staircase?

I imagine the landlord just wants to submit the meter reading so they can pay their bill properly.
Only other reason is to check the usage is reasonable for the bits it covers and nobody in the building has been diverting power for their own use...

    Hi,
you say 'the one in the middle' so what/who are either side ones for?

Sounds like it is the landlord meter for communal areas as others have said
