    You are talking about your experience of one crossover in one location.  I'm talking about my experience of dealing with hundreds of crossovers, and with many different highway authorities.

    In your case the highway authority employed the contractor and you paid the council.  Therefore it is a variation on the option 1 I outlined above.

    Option 2 involves the property owner employing the contractor directly.  You didn't do that.
