JSA eligibility query

Hello - I'm hoping someone knowledgeable will be able to help.

My friend was continuously employed at the same company from 2006 until March 2019 and earned a decent salary [borderline higher rate tax payer].  She was then made redundant and was out of work until January 2020 when she found new employment on a similar salary.  Unfortunately with the pandemic and lockdown, she was then made redundant again in August 2020.  She was again employed in February 2022 but was again let go in May 2022 after only three months [this time she was on an even better salary].

She didn't think to claim JSA in the 9 month gap between 2019 and 2020, but did following losing her job in August 2020 and was paid for six months before it automatically lapsed.

Following losing her most recent job she has applied again but received a letter saying she isn't eligible but with no explanation why.  She called the helpline but the lady she spoke to couldn't explain why not and said someone will call her back in a few days.

If anyone on here explain in the meantime that would be much appreciated.

    To be eligible she needs a complete NI record for the tax years 2019-20 and 2020-21.

    Has she used a benefits calculator to check whether there is any entitlement to UC?

    What does a 'complete NI record' mean in practice? 52 weeks of contributions in both years? She won't have that due to only being employed intermittently over those years.

    Does 15 years prior history of almost complete contributions not count for anything?

    It doesn't count at all. Only the two specified years are looked at.
