It seems that this is an ID check required by the property owner - if you are unable to provide the ID the property owner should cancel the request and should not charge you.Don’t cancel the booking yourself but ask booking.com or the property owner this question.1 -
My suggestion would be to state that you are unable to accept their T&Cs as you do not have the ID they require, However you really would like to stay in their property and ask them if they can refund your payment so that another member of the party who has official photo ID can make the booking and payment in their name. If they agree, and refund you - transfer the funds to your friend who can then make the payment. Also worth checking the wording of the T&Cs they have sent again. It maybe only be the pre-authorised deposit that they need the ID for . As the payment for the accommodation has already gone through.2

Why have you stated in the title its a hotel booking, when its a flat?
I have had to provide photo ID for non hotel accommodation on a few occasions.0 -
It is the Right to Rent check which is a legal requirement.
Presumably the flat is not specifically a holiday let.
https://www.gov.uk/check-tenant-right-to-rent-documentsCheck all new tenants. It’s against the law to only check people you think are not British citizens. You must not discriminate against anyone because of where they’re from.

Thank you everyone, panic over. They have agreed to let us attend and have provided the info.5

The only form of proof I have ever been asked to show when staying in any accommodation in the UK is the card which was used for the booking.
