application for a third-party debt order


The bailiffs were unable to locate the debtor, because ''he lives in a caravan and he is a traveller''. I am sending another application to the CCMCC for a third party order, I know the debtor's bank details, but  not sure about his home address.
Can I ask the court to ''freeze'' his money if I don't know /or not sure about his home address.

    It's possible, you can ask the court freeze the account up to the value of what he is owe you.

    Not sure if not having an address for him relevent or not but it does neeed to be his account.
