31j- Entering and stopping in a box junction when prohibited

Hi,
 I received a PCN for Contravention - 31j - Entering and stopping in a box junction when prohibited from council. 
I was not driving the car  and am a Registered Keeper . I can also see that the issue was due to the preceding vehicle which abruptly stopped making it difficult to clear the junction box at the other end. 

Can I use the Newbies template in this case where I was not the driver of the car or will it not work in this case ?

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

I would need closeup evidence to determine the driver in question .

    Also , there was an obstruction vehicle (white) on the left which hindered the traffic.

    No you can't use private parking law approaches to PCNs from councils or TFL. That appeal makes no sense at all for a YBJ Penalty Charge from an Authority.

    Pepipoo forum is where you are best posting your pics and query. They are the Penalty charge experts.

    You don't use that template appeal for a council ticket. 

    As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:


    Have a read through some of the other threads there before you post your own, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.

    The driver entered to box when the exit was not clear, not much defence there I think

    To avoid a ticket next time, follow (or beat) the car into the 'wrong' left hand lane then merge back to the right lane a few metres later.

    Unless turning right (which is allowed) never drive into a YBJ without a clear 'out' or plan to change to a wrong lane to avoid a penalty.
