This happens now and again. Your supplier needs to set the meter up correctly to do the switching and every so often they don't.
    Who is your supplier?

An E7 hot water tank usually has two immersion heaters, one E7 one near the bottom of the tank and one peak-rate one higher up. Switch on the peak rate one and you will get hot water.

Call the supplier and tell them to come back and set it up to support E7. It sounds like you have separate circuits for your off peak heating and water and they installed a 4 terminal meter instead of a 5 terminal one. Can you post a pic of the meter to confirm this?

Also, OP, are you on their Priority Services Register?  If not, it sounds like you should be.
