Travel insurance for 17 year old

Hi, my daughter has booked to go to Greece with her friends after A-levels finish and I’m looking for travel insurance for her. She won’t be 18 until after she returns. The first company on the MSE recommended insurer list (with enhanced covid cover) - Churchill’s - won’t give me a quote as she’s under 18.

Before I work my way through the list can anyone advise whether Insurers will cover loan travellers under 18? An alternative might be to take out a family annual policy and include her, but would that cover her travelling without us?

Ther is cover both under individual and family but with conditions attached.

I havent seen covid mentioned but what you really need there is remaining  in the country alone and isolation, where and food delivery.
But you need to know first what is required by the country visited and the departing airline.
It's all changing and varies from country to country.
