    Re the VAT question AJN Accountants say:

    When is VAT charged?

    Whether VAT is charged or not depends on the issuing body of the fine.

    Local authorities – All parking fines issued by local authorities have no VAT on them and thus these should never be included on your VAT returns.

    Private car parks – Private car parks such as those operated by NCP, may or may not charge VAT on fines but this would depend on how the charges for overstaying are described.

    • If the terms and conditions state overstaying is not permitted and a penalty will be charged for doing so, the fine is not subject to VAT.
    • If the terms and conditions state overstaying will result in an additional charge for parking, even if it’s at a higher than standard rate, VAT is payable and you can reclaim it.

    If the level of charges and aggressive ticketing continue at current levels then given the current state of the economy and inflation then many motorists will not afford the charges. This will result in more CCJ's and less people able to obtain finance. 

    Boris can kiss goodbye to allowing tenants to buy their property from Housing Associations.   

    Given also that many people have been WFH that should have resulted in less PCN's and less details obtained from the DVLA.

    Some councils such as High Peak D.C. are giving residents who pay council tax a permit for certain times during the day on council car parks in Buxton, Glossop, New Mills, Castleton, Edale and Hope.  This does help to keep shops open in the high street and there are not any empty shops in Buxton. Better to discount parking and have the shops occupied and paying rates.

    This is just another Boris dream and will be supported by his MP's who don't care about their constituents but their own jobs ?

    These very same MP's, if they want to keep their jobs should be telling government  nor be duped again in the great parking scam

    Are government going to show themselves even more stupid and back a known scam industry ?? WHAT A VOTE LOSER ?

    Odd that they printed this now (page 29) given it looks as though it was written six months ago. IMHO utter rubbish being spouted about the increase in PCN numbers.

    Read it and weep (my bold capitals):

    "There is no denying the number of PCNs has increased; but whilst many are quick to shoot the messenger, this rise is due to a vast range of factors - NONE of which are a result of unethical management".

    Really?

    Really?


    However, what is useful in that article, is that Dyl Kurpil (District Enforcement) quotes RAC Foundation figures and reminds us all that the numbers of parking firms getting DVLA data has increased hugely in the 5 years between 2016 and 2021:

    "According to data published by the DVLA 159 companies brought vehicle-keeper records from the agency in the first three months (April, May and June) of this financial year.

    That compared with 97 firms in the same period of 2016, an increase of 64%."

    Not that their stats make any sense, but tell us why would anyone have any problem with that, given the recent enormous increase in parking firms?


    For comparison; in 2015/16, the number of Penalty Charges issued by local Authorities in England, (including London), was 7,601,717 and for 2019/20, it was 8,884,818 (an increase of 17%).

    Over the same period, the number of KADOE requests, (so that would exclude NTD's only), went from 3,715,122 to 8,557,085-a 130% increase.

    Really useful stats that can help demonstrate the positive impact of stopping the £100 'money for nothing' from attracting more rogues.
