Insurer declines to quote

If RSA "declines to quote", is that legally the same as having insurance refused?
I have a flat within a building that has an EWS1 certificate with A1 clarification but RSA declined to quote for contents where a flat block in fact contains external cladding and/or external wall insulation.

No. It's just a decline to quote.
Nothing you have to declare.1 -
Do a quote on an aggregator like Confused.com and you will see at the bottom there is a dozen or more companies that have declined to quote... if it was declarable then anyone who's ever used such a site would have to declare hundreds.
The one exception is some ask about if you have been declined renewal terms in which case if this is RSA saying they wont renew your rather than wont offer you new business terms then you would have to declare it but only to the minority that ask that extra part to the question.1 -

Thank you for explaining this. This is landlord insurance for an apartment within a high-rise flat block that includes contents but not building insurance. The broker tells me that all e-traded insurers refuse to quote (or renew) where there may be external cladding/insulation. This is frustrating given that the cladding/insulation, after extensive work, meet fire safety requirements with EWS1/A1 certification. The broker is now trying non-e-trader solutions.
