Holiday Villa deposit not being returne

We went on h9oliday to Spain and hire a villa for a week. On arrival we were asked to give a £500 deposit which we did in cash. We asked the villa owner to sign a document to say they had received the deposit and would be returned once we leave. Due to us leaving early hours of the morning the owner said he would return it to us once the cleaners had been in and the ok was given to the condition the villa was in. Later in the day when we arrived back in the UK we had a confirmation that the villa was ok and he would transfer our deposit back to us via bank transfer. Two weeks on we still haven't had the deposit, we have asked several times when we will be getting this. We have received many responses - "I haven't had time to go to the bank", "do not worry i will transfer it when i get chance your money is safe"

Does any one have any recommendations on how we recover this money? or do we just have to write off?
