Landlords Legal Responsibilities in HMO

Long story short

My Nephew rents a room along with 4 others in a HMO

One of the tennats has been there for 9 weeks is an anti social nightmare including;-
* gets drunk every other night and rants about N*gg*r* and chimps, sometimes directed at other housemates sometimes not, if he's been upset by someone, he's white and there is one black female in the house.
* sets off the fire alarms by vaping in his room at all hours of the night
* cooks food at all different hours of the night (very noisey) never cleans up, destroys the shared cooking things
* spends 40 minutes in the shower even though landlord has threatened to increase rents because of energy usage.
* accuses other housemates of going in his room and stealing stuff but all rooms have locks and keys, nobody is going in his room
* eats other peoples food then denies it even when he's been caught
* uses other people toiletries
* denies all of the above to the landlord and says everyone else is victimising him
* landlord has been sent mutiple recordings of his rants
* housemates have reported him to the police and police have spoken to landlord.

The landlord has basically said it's going to be difficult to evict him, take ages and been told he needs an ASBO to do it succesfuly?

I think this is rubbish, what about the land lords responsibility to the rest of the tennants? Can legal action be taken against the landlord by the other tennants?

    It is not easy for a LL to evict a tenant.
    He could do it via a S8 Notice using Grounds 12, 13 (possibly?), 14 (easier if convicted), or maybe 15 (if damage). See
    All the above are at the discretion of the judge, so the more evidence the better.
    The LL is not responsible for the actions of a tenant, so no, you cannot take action against the LL.
    Have the police spoken to or taken action against the tenant? It sounds like various laws have been broken but again, the police would need evidence to prosecute, issue an ASBO, or take any other legal action.
