£400 energy rebate - international students and public funds

Hello Forum,
I was wondering if anyone has some info on it. Does these £400 count as "public funds"? As 'international' student I have 'no public funds' as a visa condition, so I thought to check before it's too late.. Thanks!

my assumption is the 400 is not public funds as it's not linked to benefits or means tested.
If it's just deducted off your electricity bill I don't see how it can be checked what your status is.3 -
As it stands at the moment, if you have an electric bill in your name you don't have to claim it and you can't refuse it. It's automatically credited to your account.

You are not applying for it. It is an automated payment against your electricity account with a supplier, you are unable to refuse it even if you want to as was discussed when it still was a loan/not loan.1
