Cost of living payment. Entitlement query.

I have been entitled to UC since Jan this year. It's a top up as I work full time. I usually get around £20 per month. 
The only month I havent been entitled is when I received a £35 bonus in my salary at the of April. This meant that on the 25th May (the day you needed to be entitled) I wasnt eligible for a UC top up that month. Does that mean that I wont be entitled to the cost of living payment? I cant find anything in the gov.uk guidance to suggest otherwise, which is disappointing. 

Also, I pay my landlord for electricity used, I have the meter but the bills in his name. So I think that means I may not get any financial support that way either. I hope I will get the council tax rebate though so not all bad news. 

Thanks in advance to anyone who may be able to shed some light.

    I am not clear how they are going to ascertain UC entitlement on the 25th UC. Logically it will be based on whether or not you received any UC for the assessment period in which the 25th May falls in which case you will not be entitled to the £650 - but I haven't seen any detailed explanation of this.
    Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

    The good news is that the 25th May was the eligibility date for the first payment.  If you receive UC on the second eligibility date (yet to be determined) you should get the second payment.

    (Further specific guidance from the government really would be incredibly useful.)
