Building management are unable to cancel the charge so unfortunately have to go through PCM UK.Umkomaas said:
The appeal must be made by the keeper - you can do it on their behalf in their name (not yours!) - but keep the driver out of it. This has all the potential to end badly. Why isn't the keeper involved at this stage? Are they aware of the PCN?KeithP said:
Is the driver aware that the keeper could have far more protection in law than an admitted driver?
The keeper is out of the country seeking cancer treatment, driver does not wish to burden them.
Please advise, at this stage, the driver wants to be named. If the driver submits the appeal instead how should they address themselves on the template and how do we word it?

Just write your own driver appeal then. No need to use the template if the driver is appealing.
They'll lose. Are they aware they would get a court case to fight in the end?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If the appeal is written by registered keeper, how can they win the appeal if they are out of the country on cancer treatment?
I'm sorry for all the questions, I know a lot of you have dealt with so many of these same kind of things on this forum and I’m trying my best. I just am at my wit's end with these issues, appreciate any help I can get.0 -
It's not a fine.
The so called 'appeals' process is a farce. It's being replaced next year by Government intervention and regulation of this rotten industry.
Due to what we've seen over many years, the IAS is considered nothing more than a kangaroo court, where 95% of decided appeals go in favour of the parking firm.
Quelle surprise, given IAS is not seen to be truly independent of the IPC trade body.
The keeper can't win an appeal either.
But we hope you will know all that already. from when you read the NEWBIES PLEASE READ THESE FAQS FIRST thread.
No-one pays PCM. No-one here folds and pays to make the scam go away, so don't be tempted.
We fight back and we make a massive difference, including directly having a voice (mine) to Government.
PCM are not worthy of any money and IMHO, those ex-clampers should be nowhere near people's vehicles, nor able to get DVLA data.
As seen and discussed on all other PCM threads. Search the forum for PCM rogue traders Watchdog.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just wanted to update here that the PCN was successfully cancelled!
I wrote an email directly to the General Manager of the building group management and CCed in PCM UK. The building group management said nothing, but within 24 hours of receiving my email PCM UK wrote back saying they had immediately cancelled the charge.
I borrowed and amended a template from one of the success story posts (the writer also wrote on behalf of the driver) and it worked.Would like to thank @bestfootie for this as it had the right amount of sarcasm and gravitas to get the job done!

I hope you are well.
Please may my below complaint be forwarded to the General Manager [NAME] for her attention?
Thank you and kind regards,

Dear [GENERAL MANAGER],
Re: Parking Charge Notice from PCM UK parking management [BUSINESS CENTRE ADDRESS]
Parking Charge Notice number:
Vehicle registration no.:
Date of event: Friday 3 June 2022
I was shocked to receive a Parking Charge Notice dated 3 June 2022 from your parking agents PCM UK at [BUSINESS CENTRE ADDRESS] (PCM UK are in cc).
I am a tenant in the building (Unit No. xx) and on the day in question, I authorised my visitor to come to the premises. The visitor was driving a car, they parked their vehicle correctly in the marked visitor bay and was not obstructing anyone.
The driver and I were unable to find a parking attendant to pay for parking (there was no staff in the attendant booth), despite looking for a member of staff several times during their visit. As the date above corresponds to the Platinum Jubilee Bank Holiday (02/06/2022 - 05/06/2022), we were under the impression that this meant that these parking regulations were under suspension for the aforementioned Public Bank Holiday. In addition to this, the building management staff were also not on the premises (due to aforementioned bank holiday and the premises being a commercial building), and therefore, I was unable to purchase a parking token for my visitor for the duration of his visit. Imagine our distress when my visitor told me that they received a Parking Charge Notice ("PCN") on their windscreen. Please find attached photos of the windscreen notice as well as the empty parking booth.
While the driver accepts the apologies for the inconvenience, they do not accept being charged for the centre's / PCM UK's incompetence to sort out their own parking practices by not having their parking attendant on the premises during the hours specified on the signage.
The PCN has arrived as a complete surprise and has caused considerable distress to the driver / my visitor. It is particularly unjust as the driver was only too willing to pay any parking tariff due, and were thwarted from being able to do so through no fault of their own due to no parking attendant being present during the stipulated period of the monitored parking times.
Please would you therefore contact PCM UK to get this PCN rescinded with immediate effect.
You will also wish to note the negative perception this sharp practice and use of this company to enforce parking conditions has caused. These type of incidences will deter future patronage of the business centre and foster wariness of all other [BUILDING MANAGEMENT] establishments.
If this is not immediately rescinded by PCM UK I will report this to the IPC within seven days along with my evidence.
Please let me know if you need any more information to support this request, and I would be grateful for confirmation that you have asked PCM UK to rescind the PCN.
Many thanks,
---
