Gloss paint onto detergent-stained wood

Slightly obscure question, but I want to paint my kitchen window sill and surround with white gloss. At the moment, it is varnished wood, but very scruffy and worn. I have lightly sanded to give a key for the gloss but there is an area of the sill where washing up liquid has dripped and soaked into the wood over the years...I just know if I paint onto this I will get "cissing" (blistering or failure of paint to adhere)....are there any good undercoats/sealants/primers that would work on this?

Paint over the stain plus a couple of inches with this ...
Toolstation / screwfix etc for about £10
Also for damp patches / mould / water marks - it covers very well, dries quick and brushes aren't too hard to clean. 10/10
