    How many times have you actually spoken to the mother. Once isn’t enough. I’d be keeping going round there. 
    You also haven’t mentioned the father. Does he live at the address and if she have you tried talking to him?

    I agree with elsien, above. I would give the mother all the harassment you're getting. Go round there and knock on her door. Tell her you've had enough. She'll soon get fed up and hopefully do something. It seems that she's happiest when her kids are out of sight out of mind. You just have to remind her that she has kids and that they are a blinkin' nuisance. If there is a father, he needs to be included, too.

    I also wouldn't answer the door. Let them knock, ring bells, whatever. 

    Also, when children are too young to be tackled about harassment, etc., parents can be charged for allowing their children to cause a nuisance.

    If they do cause any damage to any of your property then that also will be for the parent/s to deal with.

    Could you install a video doorbell? That way you can see who is at the door without having to get up.

    I have never seen dad so don't believe he is on the scene.
    I think she is single parent so probably just want the kids out her hair.

    Wasn't aware of that statement thanks.
    I'm hoping to avoid bringing in the authorities just want her to watch her kids ATM.

    I have already had my letter box broken by all the knocking thankfully I repaired it.

    I'm sure if any damage was done that needed professionally fixed I wouldn't get a penny, the poor kids don't have a decent set of clothes or shoes they have holes in them, and the one child said to me they don't have no money when I said get your mom to get your own bikes 😔

    You could always look for a couple of cheap second hand bikes for the children next door. Might be the easiest way to solve the problem. 

    But if one is at least 7, surely rather are at school 6 hours a day?

    To be fair perhaps their own parent should be looking for a couple of cheap second hand bikes for them. 
    Well, yes the parent should buy the bike but if they are as poor and neglected as the OP suggests then I don't imagine that would happy any time soon.
