POPLA appeal template for NTK

Hi ,
  Following 'newbies' template , I submitted to appeal response to UKPC operator who are chasing the Keeper of the vehicle to name the driver . They refused to provide any evidence of the signage, Terms and conditions etc. despite several request . I have been provided a POPLA appeal code .I haven't seen any POPLA appeal template in the newbies sections and have drafted the below POPLA appeal letter. I would request some guidance on the below POPLA appeal letter before I submit.

  This is regarding the UKPC reference number XYZ send to the registered keeper of the vehicle .

I am registered keeper of the vehicle XYZ and UKPC has issued me a Parking Charge Notice (PCN) for parking in location XYZ.

I was not the driver of the vehicle when the PCN was raised and I do not even recognise the place .There are other drivers who use my car with a valid insurance . 

I have asked UKPC to provide me the signage , Terms and Conditions and photographic evidence of the location to share with other drivers to help identify the location . UKPC has not provided any photographic evidence of the signage ,parking restrictions , Terms and conditions at the time of parking to help identify the location . I have also asked to share any contractual agreement to understand the validity of the PCN . 

However, all my request has been refused by UKPC with vague response stating that sufficient signs exists and asked me to refer to the UKPC appeals portal…The UKPC appeals portal contains a black and white and unclear  image of a car and its difficult to recognise the details of the car, location or any adjoining signage ..There is no signage photographs of the location at the time of parking.After the 2nd appeal , I am not even allowed to view any image or evidence in the portal as it says that appeals have been exhausted(“Please be advised that the appeals department have made their final decision on this charge.”).This contradicts with the appeal response stating all photographic evidence may be viewed online at www.ukpcappeals.co.uk.

The 2nd appeal response also mentions about an NCP car park opposite to XYZ locationand I am unsure why is NCP car park and signage is mentioned in a UKPC PCN appeal response letter. Are they both the same company or do they share the same signage and terms & conditions? 

I would request POPLA to clearly direct UKPC operator to reject any submissions from UKPC unless they provide clear evidence of the signage ,Terms and Conditions and valid contract  at the time of parking to the registered keeper of the vehicle. These evidence are fundamental truths to be provided to anyone when requested to the operator .

There is no PoPLA template as such, but there are links to a number of template appeal points in the third post of the NEWBIES.

Use all that apply. This would normally include: -
Not the landowner
No standing to issue charges in their own name
Inadequate signage (UKPC signs never comply with the BPA CoP)
BPA CoP failures
Non-PoFA compliant NTK (you need to check whether the NTK is or is not PoFA compliant to see if this point is relevant)
Lack of grace periods, if applicable.
Anything else relevant.

What happened when you complained to the landowner?
Have you/are you able to revisit the site to get your own photos? Google streetview (GSV) sometimes has useful images.

Where did the alleged event occur? It may have cropped up here before.
What was the reason given for issuing the PCN?

PoPLA codes last for 32 days. Show us your draft appeal before you submit it.

Thanks Fruitcake for your advise..I ill go through the newbies 3rd post again..and redraft the submission...
