Are these skirting boards pre-primed?

Excuse my basic question - a carpenter laid these skirting boards in a few rooms in my house which I will be painting. My dad told me that any wood needs to be primed before painting (I wasn’t aware of this). Looking at these boards they are coated with…something. Are they pre-primed? 

Also I think I need to paint the knots with something - is that the case with pre-primed too?

    Yes they look primed but another coat wouldn't go amiss and don't forget to fill those screw/nail holes.
