Energy Bill discount for those that pay in advance by prepayment card

Please clarify what you mean. I you are referring to how the £400 will be distributed to pre payment meters then you will either get vouchers or a credit direct to the meter.

Thank youWho are you paying for the electricity? ... if this is your landlord or perhaps a park home site office for example then as it stands, you will not be receiving the planned £400 payment as you do not have your own energy account.This is under review though, but as yet I've not seen any reported progress...On a side note, the landlord or site owner will probably not be getting the payment either as it is only available for domestic accounts, not business.
