Halifax bank would not sign/stamp/certify form required by Pension Provider ..

Hi, please can someone tell me if this is a new security measure that Bank would not sign/certify a form which has mine and theirs (Bank) information on which I need to send onto pension provider...this despite 2 weeks ago when i went into same branch, they gave me the IBAN Swift code etc so i could fully complete form...I took with me 2 pieces of I.D. and they still said No...spoke with a Manager who said that I needed to go to my G.P.???who knows me as the person on this account or, an attorney...Is this Correct?
Telling me to go to the G.P. was the most ridiculous thing ever as, we all know, how hard it is to see a GP.  Can someone advise please. :*
