    I'm not clear whether the OP has gained planning permission to amalgamate the dwellings.  This is by no means likely to be automatically granted as many local authorities are not keen on reducing the number of dwellings in this way.  If PP is granted, then you can start worrying about other matters - if it is refused that is the end of the OP's scheme.

    As the previous 3 posts have suggested, it is very likely you will need both planning permission and building regs approval if you haven't already got them
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    Does your lease allow it, both my siblings leases and mine have outright bans on this (not even an option for the freeholder to consent this in any of them, unlike some minor internal alterations).

    I'd imagine that the OP owns a freehold building - with no leases involved. But I guess it's worth double checking.
