Too late to claim from paypal, what now??

Basically I was really stupid.
I bought a christmas present for my little boy back in october, it was 21 euro altogether which came to about 15 quid, I know it's not a lot but it is to me esp just before christmas.
Anyway the item never arrived and when I emailed the seller she always left a few days between replying and then said either she'd follow it up at the post office or she'd sent a replacement. I ordered 2 items off this seller, one of which arrived within a week so I had no reason to doubt her.
Eventually though she just stopped replying altogether and by that time it was too late to make a claim.
Looked through her fb (I know should have done that first) and she's done the same thing a few times, loads of people haven't recieved goods from her and a few same as me had gotten 1 and not the other (always the cheapest they recieved).
Have emailed her countless times through ebay with no reply and when I left neg fb she left in mine I'd left neg fb without even contacting her!!
All I want to know is, is there any way I can get my money back from her now as paypal and ebay are out of the question. I have reported her to ebay btw.
It wouldn't bother me as much had it been something for me, but the fact it was for my son and intended as a christmas pressie has really naffed me off :mad:
