Do those on Universal Credit get the £400 towards their energy costs too, as well as the £650 for being on Universal Credit? And the £150 via the councils?
Yes they do (and the extra £150 if they’ve also get a disability benefit).

Then this makes no sense at all! Those on a state pension should have the £650 and those of working age getting the £650, should have £200 (claiming an extra £150 each if they have a disabilty).
The £650 goes to those on DWP means tested benefits. Those on Pension Credit will get the £650. I’m not clear what £200 you are referring to.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

I cut the £300 down to £200 for those of working age on means tested benefits as those with a disabilty get the £150 each too.

Still don’t follow what you are referring to. The £300 is an extra Winter Fuel Payment for all pensioner households.

You may be pleased to know that pension age benefits are already more generous with means-testing than are working-age benefits.

Pensioners already get the standard Winter Fuel Allowance which those of working age/ on UC do not get.

Those that claim pension credit will also receive the £650 as well as the £300 on top of the winter fuel payment, as well as the £400 for their energy and also the £150 if they receive PIP/DLA or AA. Not forgetting the £150 council tax. They can't please everyone.

There will also be some mixed aged couples claiming UC so they will also receive the £650.
