Waiting over 1 year for provisional

My daughter applied for her provisional licence just over a year ago and hasn't received anything. She keeps ringing DVLA and they told her to stop ringing and they would get to her eventually. She also filled out a complaint online recently. She has medical issues but we have checked with GP and they haven't received anything. I could understand if it was stuck there with the extra things they have had to do in the last year.
