UKPC - Next step?

Hi all,

Require some help with next steps in relation to a recent parking notice my father received from UKPC. The charge is in relation to a job he had back in April 2022 where he'd been parked in one of the hospital parking bays waiting for the customer who was an employee at the hospital. The taxi firm has an account with this particular hospital so they usually collect many workers at all times. 

I've tried to call the hospital who put me in touch with the management company, however no success in having this cancelled as apparently I need to appeal with UKPC. I've followed the sticky on the forum and made an appeal with the template and have received the following response.

Dear *Name*

Thank you for your recent correspondence in relation to the above parking charge.

To assist us in making a decision regarding your appeal, please confirm the full name and address of the driver to our appeals department within seven days of this letter. Please also provide valid dated worksheet at the time of the contravention. 

Schedule 4 of the Protection of Freedoms Act 2012 discusses the recovery of unpaid charges. It allows parking operators to hold the registered keeper liable to pay unpaid parking charges if the operator has not been provided the name and a serviceable address of the driver.

Section 13.2 of the British Parking Association Code of Practice requires parking operators to provide grace period of at least 10 minutes in addition to the permitted timed parking event. 

Failure to provide this information will give us no alternative other than to make our final decision based on the previous information received. At this stage a POPLA verification code will be provided. 

The parking change has been on hold whilst under appeal and may be settled in full at the reduced rate of £60.


Any advice would be greatly appreciated on how I should act from here.

    The victim (not you) must try again, a complaint to PALS.

    No need to show us any letters. You'll see that one on the forum a lot already, if you do a search of 'newest' discussions for a couple of keywords about that letter. Obvious what to do with that!
