Nothing stops it ticking.I thought the scammers have a back door into the personal data held by DVLA such that they can data-rape you almost instantly. Perhaps someone could clarify this.The vast majority of PPCs have electronic access to DVLA data. Almost certainly, breach the parking conditions in an ANPR car park, by the time you've driven and arrived back home, the PPC will have your data already transferred onto a NtK, which will arrive with you in a few days time.

Now, given NCP got into trouble with HMRC in a case about VAT, how about using this case evidence to whistle-blow to HMRC online? Ultimate revenge:
Ask them if they realise that the well known parking firm folk at NCP appear to be saying that the £5 is 'voluntary' and that they will settle for an additional £15 (which is in fact not the PCN sum for breach, but is likely just to cover administration - which is VAT-able). Also, if the person does not pay, NCP add £70 saying it is for DRA costs but the parking industry never actually pay nor incur that sum (at all) and the DLUHC has banned it in February and the Ministerial Foreword declared the added £70 'extorting money from motorists'.
As such, might be worth HMRC investigating the following, NONE of which are a 'parking charge' or penalty so not exempt, as far as can be seen by a lay person:
(a) do NCP pay VAT on the £5 that they say are 'voluntary' overpayments above the £15
(b) do NCP pay VAT on the £15 they accept, ostensibly (one assumes) to cover admin?
(c) do NCP pay VAT on the shedloads fo £70 in false 'DRA costs' that no-one actually incurs and which the Govt called extortion and has banned? Over the years since parking firms started to add this sum, we are talking BILLIONS...and DRA admin charges are VATable...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
