I have a friend who currently receives the warm home discount ….from what I’ve read it would seem as though it’s only those who are receiving the Winter Fuel Allowance that qualify for the £300 ‘help’…am I correct?
Ps I’m not sure why she isn’t getting the WFA anyway as she was born in 1949.

Anyone of state pension age should be getting the Winter Fuel Allowance.

It's slightly more nuanced than this:

I was born in 1950 and I've been receiving the WFA since 2010 -the first Winter after my 60th birthday.

The WFA is paid direct to your friends bank -  look for credits usually Nov/ Dec.   It does not appear on a Utility Bill

This was mine (also born in 1949)  last year:

15/11/2021BANK GIRO CREDIT REF xxxxxxx DWP WFP, 000000000xxxxxxx3£200.00
Never pay on an estimated bill. Always read and understand your bill

I think you are getting a little mixed up.

The Warm Home Discount is a £140 payment made to certain groups of people receiving benefits. It's made by the electricity companies, who set their own criteria for who qualifies outside the core group.

The Winter Fuel Allowance is a payment made by the government to all who qualify, and ranges in value, dependent on the status of the person receiving it.

The extra £300 payment is to those who receive the WFA.

    The OP is correct.

"Mr Sunak announced a one-off payment of £300 to pensioners who are receiving the winter fuel allowance.

"The payment is on top of the usual winter fuel allowance, which is an annual one-off payment to help pensioners pay for heating during the winter months - the allowance is usually between £100 and £300

"You can get the payment if you were born on or before September 26, 1955."

Another glaring error by the press
I would rather believe the horse's mouth and not someone who has copy and pasted something without actually reading and understanding it.
No need to be gratuitously offensive: I did read the article and I did understand it.
The ITV News article is referring to the Winter Fuel Payment,  It even gives the link to the 'horse's mouth': https://www.gov.uk/winter-fuel-payment
If you follow the link that ITV News gave, you'll see that the government website does indeed state "If you were born on or before 26 September 1955 you could get between £100 and £300 to help you pay your heating bills.".

So if you get the Winter Fuel Payment, then you will also get the One-off £300 Pensioner Cost of Living Payment.
    Hope that helps.

I was referring to the press article being copy and paste from  the outdated .gov  WFA page, which does refer to winter 2021-22,  without actually reading and understanding or using the up to date factsheet

I was born in October 1955 and as such was told this morning when speaking to help line I will not get the one of cost living amount as not eligible, it would only apply if getting WFP.

It is really misleading as the statement does seem to imply you get WFP in born prior to 26th Sept 1955 and One of Cost of Living payment if they are over State Pension age (aged 66 or above) between 19 – 25 September 2022.

I really wish I could get clarification as yesterday in the link
https://www.gov.uk/government/publications/cost-of-living-support/cost-of-living-support-factsheet-26-may-2022.  It is clear it mention 19-25 Sept 0222.

I don't think it is misleading. The fact sheet clearly states

    • This additional one-off payment will go to the over 8 million pensioner households across the UK who receive the Winter Fuel Payment and will be paid on top of any other one-off support a pensioner household is entitled to, for example where they are on pension credit or receive disability benefits. Eligible households currently receive between £200 - £300, so the payment will represent at least double the support for this winter.
So only if you are a pensioner and you receive Winter fuel payment you are eligible for the additional £300, otherwise you will not receive it.
